i don't think the problem is whether the child is needed or not. they already suspect theo is lying about seth's identity and death. the first child was his duty, the second will be an entirely different matter. Theo, the child and the peserus will be in danger.
According to him :
For Seth it would be burden , to tie him to the child . When his first priority should be to restore Langeres.
For Peserus family , hiding an enemy identity anymore would be detrimental to them . They could be deemed as traitors.
This is Why he said it . For greater good , not for personal desires. He's a leader after all.

Why do they only need 1 child, I don't understand? Why the 2nd child is not needed? Don't even royals typically need more than 1, as spares? I don't get his thinking that the 2nd is useless & meant to be aborted. I get that it's inconvenient & only complicate things because he wants to set Seth free, but there are always ways to keep the 2nd baby if he so desires. Didn't his mother manage to keep him without a capri after all? I am curious as to how. It's heartbreaking that he seemed to resign to the decision to terminate at the very get-go, without even considering other options. Seth would be so furious if he had known. Even mommy dearest is so supportive. I hope he changes his mind & don't just dismiss the 2nd child so easily. A child made with so much love should not meet with such misfortune... :(
