Eh it’s prob because callisto’s favorability meter’s only at 70 something, and it has to be at 100 for him to propose
I believe his meter is slower than others because he feels "True Love" or something towards Pen, didn't it say the colors of each meter meant something

And DAMNNNN i knew i had a bad feeling about Eckles, he was way too suspicious to be a good character, although Pen did end up using him for her own advantage she still doesnt deserve all that. ALL WILL BE WELL THO IM SURE CALLISTO AND BIG BROTHER REYNOLD WILL HELP HER
