Like, what? He wouldn't have access to her if she decided to go against him, because Iske would make sure he doesn't. He is a sneaky son of a bitch so I'm sure he could pull something, but Iske is kinda immune to his reputation being ruined.

i think her plan with Cesare around is to stay as neutral as possible so he can leave without getting suspicious and possibly abuse her?
also I think the reason why she can't tell Iske because she's convinced she's "damaged" because of what was done to her and Iske might abandon her or think "there must be something wrong with her if they had to discipline her sm" it's the abuse thought process
That's true.. Also, it's not easy to get away from the fear of the abuser. Plus, the latest chapter is evidence that Cesare is pretty sly. He smoothly lied to Iske's face. If Ruby hadn't gotten along with 'her brother' we wouldn't have known that the man who tried to harm her was indeed Cesare's subordinate. By appearing to be innocent she tries to keep tabs on his plan.

I totally agree that her logical thinking is compromised by fear and that it's completely natural for her to act irrationally in her situation.
Her plan didn't fit with the reality of the situation, but makes sense from her perspective, and I can wrap my head around it now.
I think Ruby is also trying to keep any sort of violence to a minimum. I think she knows the Pope's family is powerful and nothing good will come from iske going against them. Plus Caesar is making her aware he is watching and is able to get to her. His subordinate nearly broke her foot without getting caught or suspected. That could've easily been a dagger in her back or something. The fear is deeply imbedded and she thinks she's disposable.
She does trust Iske but she is literally traumatized. She has trauma and is terrified of her brother. That’s why she’s not telling anyone. She feels hopeless
