Well she's not your typical villainess. At the first arcs, all she wanted is to learn the truth. Revenge isn't her primary goal that time. In later chapters when the plot go deeper she learn that the mastermind of their death is caused by the Empress faction. So she change her plan of protecting her family.
Instead of taking revenge on Angela like what normal villainess would do, she instead use her as pawn. She's acting friendly & helping her to obtain her favor.
Ok guys, i gotta say something because theres so many comments here avout Jay I dont get. Firstly, She's not evil, she's just becoming cunning and calculating. Evil means she's doing actions purely for the suffering of others and finds joy at harming as many people she can. She doesn't do that, she punishes the people who deserve it and are evil themselves. She's become a embodiment of justice by punishing these people who have hurt innocent people. She doesn't harm people for no reason nor just anybody.
