
Nah bro I was almost sure from the beginning that he was that scammer, maybe his inner the monologue didn't show it but the more he denied it, the more I was sure that he was a scammer, authors often like to do such things, I know because I write books myself and I often do this by not mentioning something at all just to make a plot twist at the end, maybe it's the reason why I could predict this

They got the additional info (the mark) after they'd caught who they thought was the scammer. The sketch looks so comical (we may think that's the actual face of the scammer since they look identical, but remember the antagonist also said that his sketch doesn't look like him, so it must be that the artist's just terrible)
