I checked the raws and Dowon says 개눈깔 which is the same as what he said in the earlier episodes, so it looks like it was the translator who changed it and not the author.

In the earlier episodes, the brother (with green eyes) is referred to as bitch eyes because he calls his brother bitch face or teeth but in the newer episodes it’s dog eyes because bitch is another word for dog.. He will always be bitch eyes in my heartt
