I have to disagree with you on this point, cause everything is based on that murder if that child had his mother with him he may not turn up this way and you are using not reporting its literally the same as covering cause he knew and she confesses to him, you are clearly biased if you want to be fair, both of them should pay for their actions, every action has a consequence, and that child was a victim and turned to a criminal cause there was no caring adult around him in this case you can not ignore his circumstances
