Parvel also came from the previous timeline. He came back even sooner than shion. He has always known that it was shion in siennas body, ever since the coronation day. Also the previous timeline will be shown from parvel's POV between chapter 60 and 65.

And I don't understand the raw very well but it seems like this might not be the first time parvel has regressed to save shion's life. I know he regressed but I don't know if it's once or a dozen times

I'm not sure if he's the one changing the timeline on his own but he definitely had something to do with it because he actually appeared at the final hours of shion's life in the previous lifetime. I think he was the one responsible for the explosion that appeared that disrupted siennas's plan to steal shion's stigmata in the early chapters. He saw how badly tortured shion was, cried, hugged and also kissed him. I'm just not ok about the fact that shion doesn't seem to remember all these or ever seeing him before he died because he was conscious during all this

Maybe it's repercussion for turning back time because parvel definitely did something in those last minute of their previous life which might have aided their return to this timeline and shion not remembering seeing him before dying might be the punishment for going back to the turning back the clock. I think the regression is something that parvel did on his own but shion regressing into siennas's body now is as a result of the prayer he made before dying in the previous timeline Σ( ￣□￣||)
