I think he got startled awake and pinned her because he thought it was an intruder and he was protecting himself, but then when he saw it was the empress, he thought he must be dreaming for her to come visit his bedroom. He wouldn't do that to her otherwise since he's always trying to keep his boundaries with her irl.
