Everyone saying seme needs to learn boundaries is fair, but also think about how he'd be feeling. His boyfriend tells him not to come near his workplace. Sure, that's understandable, he doesn't want anyone to find out he's dating a man, seme accepts that. But then he starts coming home later. And then one night he doesn't come home and seme can't get in contact with him, for hours after his shift was supposed to end. I would've been the same as him, panicking that something had happened to my partner. So he goes to the restaurant to make sure he's okay, and finds out uke is just flat out lying to him about what he was doing on top of ignoring his calls. That would've been absolutely heartbreaking for someone so insecure who had never been in a relationship.

He absolutely has some attachment issues. Fear of abandonment, or just fear of being alone. He finally gets to experience love and happiness with his hyung, but even though his hyung does have feelings for him, I'm pretty sure he's battling some very strong internalised homophobia. Not the kind where he would hate on homosexuality, but more that he doesn't want anyone to find out because he's scared of being ostracised for it. They both have some very, very deep issues and I'm honestly saddened that everyone just hates the younger one because all they can see is him being 'obsessive' or 'clingy'.

Thats another big point. He's not emotionally mature, so I don't understand how people expect him to not be clingy during his first relationship when his partner is pulling away from him and making him feel incredibly insecure.
