Well I had a realization that its probably meant to be pronounce
"double oh __#__"
Like James bond cause the 2 zero digits for agents means they permitted to kill or licensed to kill.
I've always read it as
"oh oh __#__" until I got back to finish the James bond franchise and I'm like WAIT A MINUTE-
