Well unlike first brother, cotton candy was getting character development. And I'm pretty sure last time cotton candy said something stupid was because that blue eyed bitch did some stupid trick.

No but yes cotton candy had definitely more concern thrown to Penelope by rushing towards her(?) During the attack on the night of the banquet before the hunt if I remember correctly. He also went to find ointment and also silenced the rumors between Penelope and the Callisto when she denied the rumors, although in a bit of a "Don't bring shame to our family but I actually care about you now" sort of way.
I think he had a huge wake up call during the festival when Penelope brought up how he planted his sister's stuff into her room to frame her as a thief (which was how he saw her) and get the mansion to bully her when she didn't even know the value or what the necklace looked like. And he's trying to make up for it in whatever way he can.
He's come far, since he was in the negatives from the start too.
