Now, for a tiny bit of correction... Zeke is his elder half brother, they are related by blood. And if by queen you mean Historia, then the answer is no. He was thinking about what made it possible that time for him to control titans, and came to the realisation it was because of Dina. With that came the conclusion/theory that by consuming one of the royal bloodline he'd probably be able to use the power, which he almost said so. But realised just in time the consequences of doing that - their higher-ups in the army would have no trouble making him consume his friend to gain the upper hand in the coming war. (Btw this part totally surprised me, Eren so far didn't strike me as an "intelligent" guy and now he is thinking things through)
