There is but not as many comics as novels in the kingdom building genre. The more popular webnovels often get manga/manwha adaptations so you could always look for webnovels on novelupdates with the kingdom builder tag and then see if they have a comic adaptation.

Clan building tag is often really similar. Some prophet/saint stories are similar just look for the ones where they need to develop their religeon. Primitive era tribal stories can also fill that niche but many are bl/yaoi
