The personal murderer is exactly why it’s possible he killed her, since only he has an immense hatred towards them. It’s possible he just went around hoping to personally murderer more of them.
Honestly it feels more like someone wanting her out of the way, not a genocidal rage. Shooting her in the eye and horn, on top of shooting her several times in the chest, just scream intentional, not racial hatred. Just the shots in the chest alone would've killed her.

I thought the same thing, I think it’s the ML’s brother. He seems nice but I don’t trust him, he was too fixated on our MC so I think he alienated him by killing off the mom knowing she would be the biggest threat to his claim on the MC.

Although the king is a dickhead, I honestly don't trust the brother. He's pretty and seems to be a sweetheart but there's just something about him I don't like.
Also I highly doubt the King killed his mother. For one his home was so far away from the village that you'd only know it was there if you'd been there before. His army was concentrated on the village, so I doubt they would've gone traipsing through the forest to find a secluded little home in the middle of nowhere. And although his mother was shot, the fact she was shot in the head twice (once in the eye, the other in the horn) is a very personal kind of murder. She was shot at least 4 times total. Not the kind you'd see from an army just killing defenceless groups of people. Just one of those shots would've killed her.
