
It's possible, but as an artist I feel like only one or two panels did that this chapter, and it was to accentuate Law's expression/reaction. If it were supposed to mean what you suggest, I don't think they'd have drawn Jesse bending down to look up into Law's eyes if that's how Jesse saw Law.
Jesse explained the system, which is essentially showing the objective world from the perspective of an individuals subjective view (their interpretation) of that world.
Think about it, they're sharing the same space and sharing emotions with each other, but Law is only seeing what he suspects/believes he sees, which is either true or false to the objective world. I just brought this up in my own post, but I think over the last few chapters that Jesse has been shown as giving Law a lot more breathing room than maybe he realizes he has. (i.e. remember when Law ignored Jesse's call and took 3 hours to get back to him when Jesse knew full-well he was awake? Jesse waited up and didn't get mad at him or rebuke/question him for making him wait. When he finally showed up; he listened, heard him out, and wanted to be intimate anyway).
You could be onto something about the angle-play, but if it's meant to mean something, than I personally think it's how Law has always seen Jesse, rather than the other way around.

I do think a lot of this is Law's perception, however, it's not like Jesse has worked very hard to let Law know that he probably doesn't need to be so anxious. Look how scared he was to even ask if he was important to Jesse. Trust is the most important thing to maintaining a relationship and its definitely a two way street. They don't trust each other at all (Jesse tests Law and makes him adhere to strict rules to ensure Law won't ever betray him and Law is constantly on edge about being completely abandoned).
Talking about the visuals of the manhua and the angles used, Law has only recently been shown seeing the vulnerable side of Jesse (his hemophilia was the first) whereas Jesse has been aware of Law's vulnerabilities and utilized them (Law's family's business needing Jesse's family's help) from the very start. So I really think the angles show both of of their perspectives at different times.
TBH I think that Jesse has always been pretty cold and calculating, while Law is only now beginning to adopt Jesse's manipulative behaviors making him more of a wild card. Jesse just has no idea what kind of monster he's been creating ( ̄∇ ̄"), the student is about to surpass our master manipulator.

there seems to be more panels with him having empty eyes and his head positioned so it looks like he's looking down on law.... i wasn't sure, but then law said 'when i looked up i was afraid i wasn't going to see the jesse i knew' (or something like that) i think this character development is going somewhere
