
Nope, not a minor. Age of consent is 16 in Japan. Some specific municipalities have higher consent laws to be ages 17 to 20 depending on where. Also, they only have a 6 year age gap so that doesn't break their laws. The US also has states with the age of consent to be 16,recently 14 and some states have the Romeo and Juliet laws where 14 to 25 year olds can "date" because they are relatively the same demographic.

The age of consent doesn’t make them not a minor, they still aren’t a adult and I know for a fact 16 year olds aren’t considered adults in Japan that’s still a adult have sexual relations with someone underage and the Romeo and Juliet law is for people who were underage when starting the relationship and than one turns 18 it’s not for anyone who’s over 18 to legally start a relationship with someone underage…..

Minor is a legal definition. The definition of a minor is "a person under the age of full legal responsibility." So if the relationship is legal in that area, then they are not considered a minor. Being of an "adult" age is different by country, and can range from 14 yo to 25 yo depending on the country/culture and by which law it applies. Even in the US, one is not a minor depending on the offence commited. The Japanese Romeo and Juliet laws are NOT based on age when the relationship began. That is only the case in one US state, not for them. The point being this is not illegal. If they were real people they would both be considered consenting individuals under the law.
