"Uniform-moe" (uniform adoration) is a big cultural thing in Japan. It's not exclusive to gakurans, but any uniform (police, pilot, etc...). This is just a cultural gap.

Ahh I see I see. It's just that outright calling a school uniform sexy felt a lot like sexualization of minors to me
