I was rereading chapter 24 and still couldn't understand the explanation, the translation is sometimes difficult to understand but his limit actually makes sense. It would have been doable, but definitely hard to completely hide any and all ability besides healing. But I guess the godess only meant that he cannot go beyond what is the absolute limit in that world

The goddess just meant that he had to hide the fact that he’s even stronger than a hero, so anything below that is fine. He’s still remaining lowkey though cause that’s his goal, but he is actively saving people and showing enough of his ability
