Well we haven't seen him during those six years. Also, some people really do keep their distance because they think it's what the other person wants or that it's for the best. The way Penelope and her father's relationship is portrayed is very realistic and relatable to so many people. He didn't "suddenly remember he had an adopted daughter," he was probably agonizing over his relationship with her for the full six years since he adopted her.
