I think if the bird was right about other regressor, it could be Sian. He had master(?) who was woman and was treating him like the tool, my point is it could be Empress. Sian told her about the future he knows, that would explain why she knows without being regressor.

Bweepy(?) said the other regressor was a guy but the way the Empress/Saintess was talking in the last panel, it sounded like she already knows what's going to happen/supposed to happen. And can Bweepy really differentiate between the human sex?
