He got better throughout the story but they had 10 fucking years to teach him basic manners. But no, it was just a plot device so that our wonderful mc will fix him herself.
I understood he was deliberately being offensive as tactic of sort because he hated most ladies that tried to win his brother, so he wasn't a spoiled brat but nonetheless a rude one
