I don't think they are treated worse, I think the owner/cheif is overprotective or has some other motive, so he doesn't want the Mermaid to have a chance to leave. If he goes to the hospital, he has a chance to escape.
I wonder if he has legs, are his legs as nimble or are they feeble?
