Not really. He's being a total ass with his way of seducing, but grooming would be too much. I would consider he sa'ed him in the first encounter though, so it's pretty disgusting but common in bl I guess

I even searched google's definition for you: "A manipulative process where someone builds trust and emotional connection to exploit or abuse another person, often associated with predatory behavior toward minors. This may include isolating the victim, giving gifts, or offering flattery to gain control over them". It's not restricted to minors, just that most cases are involving them bc of their undeveloped brains.
In this case, the detective kept going to the cafeteria just so he could see him bc he was interested in him, complimenting him so he could see his reactions and slowly drop his guard, until he came after the shop is closed, and pounced on him.
Isn't he grooming him?....
