I'm pretty sure he doesn't die and eventually runs away from what I remember after I read the novel months ago and when it gets near the end, I think izek does kill him

He will run away unfortunately because of the dragon rampage that was caused by him. He took this Chance as the attention was diverted to run back to his ship and flee
But later on izek will catch him and then kill him. Izeks entrance and cesares death was really satisfying in the novel i hope the author sticks to it
