He didn't refuse the kid that time, but afterwards he clearly felt bad about it and wanted to avoid getting into that type of situation again (by avoiding the boy). So what happened with him isn't at all like the man who had sex with that kid for years.
Pleeeease don't tell me you think that actual Japanese people are that different when it comes to age of consent. They are not. As a society they do not condone molesting and being involved with children, just like Americans don't. The overall age for what is considered an adult is higher in Japan than America. Only certain prefectures have low ages of consent and that is more tied into old antiquated ideas and traditions linked to marriage, since people (esp women) got married a lot younger in the past. For the most part the age of consent is held to be 20, I believe. Only in some prefectures is it lower and people will still not support being involved with the child. Japanese people aren't crazy. If they a typical Japanese person finds out you were involved with their child, they are not going to let it go. This is just as uncomfortable for Japanese people (that aren't fujoshi).
also the average age of consent for boys in japan is 19. So that is still much older than this kid was.
As fucked up as it is, girls have a lower age of consent. But the kid is a guy in this manga so it is still very illegal.
Japan also has a law which prohibits any sexual activity with kids 13 and under. After that it is up for prefectures to decide the age of consent, which makes many foreigners think the age of consent is really low or at 13. I'm pretty sure that every individual prefecture has made their age of consent 18. It may not always have been that way, but kids under 13 were always protected. Then prefectures could decide age of consent above 13. I believe in some places it was around 16 for girls, but guys were always set for around 18-19 I believe. Either way, it would have been very illegal what was done to the male child in this manga.

you are right about the 13 age of consent being very uncommon now, but the highest age of consent is still tokyo at 17 which is completely possible age for a high school second or third year to be. (there's also some really? weird exception clauses but i doubt that will ever come up in any manga ever) of course it's possible we'll find out later that he was in an earlier year and therefore was too young to consent (and definitely his earlier experiences he WAS too young, but from what is translated so far they're pretty clearly treated as abusive) but until that's clarified i'm going to hope for older so i can continue to read
Alright well I actually looked it up and its 18 in Tokyo because of the prefecture ordinance I mentioned earlier. Like I said, I'm pretty sure all prefectures have updated to 18. I don't know if its a recent change, but I am pretty sure all the prefectures are said to have instated an ordinance basically making it 18. Tokyo has.
