Not what I'd do

If my partner told me they got a job offer that would mean they get to go to germany the first thing I'd do is congratulate them. Obviously I'd miss them, but they have this amazing job offer that is a great life experience. I wouldn't act like a child and beg them to stay. I wouldn't even show any signs of sadness at first. I'd congratulate them say how proud I am of them and we will figure out the rest together.
