Some schools don't allow outside people to swim in their facilities. They keep it under lock and key so that they can also keep the place clean and there are no troubles -like someone dying while no one is there, or making a mess of the pool because its rough to clean and refill-
But he isn't one of the 'outside' people. He goes to that school so that doesn't make sense if he isn't allowed when he's part of the school.

Yes sorry that's what I meant. They do that in order to keep their pools clean and especially if their swim club goes to competitions or hosts for other schools. I know my friends university doesn't allow anyone from outside of their swim team to use the pools. It is a bit unfair and kinda dumb but it makes sense too. Imagine how many students would crowd the pools because it's hot outside :P
