Well the audience assumed from the last update that baekwon couldn't pick up the call but when Jay asked if he intentionally didn't pick up or couldn't pick it up, all of us questioned it too lol. So I think we all don't know and it will be answered by next updates.
I think Jay is mad that mc is atill thinking abt klling himself than thinking of living for Jay
Yoohan made it very clear that after his revenge he wants to die. And his acting in the movie, where he commits suicide was very real.
So Jay assumed that maybe he wanted to die, and either he committed suicide or he was attacked by someone, but he didn't really fight to survive (and pick up the phone)
