He's probably been keeping track of him, and when he left the motel he needed to re-track him and his inside source where our MC is becoming apart of probably tipped him off. And since they're going after the newly superhumans he knows who he is. So it's easier to keep track of his location.
I don’t get how ml found him outside his apartment when he’s never been there before?? Or why he was even there? Ml has only been in that motel? And why get angry that mc left, when mo left the motel first? Is there even a reason to get angry?? I don’t think ml even left a note behind.
