He probably thought that Fenrir was the closest person to Ishino so he would have his guards against him when he visited the store and found no Ishino there. He probably didn’t expect the twins to kidnap Ishino

If Nemath has Fenrir's place under surveillance enough to know he not only has Ishino at his place but also had sex with him..why doesn't he have the same surveillance on Lykeion or Ishino to prevent them from kidnapping him?
