    Josei doesn’t necessarily mean romance. It’s just works aimed at older woman. Can be about career etc.

    Josei, seinen, shoujo, and shounen are all about demographic targets NOT genre. As you can see, the entry has no "romance" tag in it.

    Just like some shoujo that has no romance. Or shounen doesn't necessarily mean battle manga.
