Inocanti wont interfere if there are help nearby plus they also have to keep the promise to stay hidden, inocanti can only interfere IF no help is near them or if its needed like how inocanti decided to reveal themselves i front of the crowd to vouch for FL in order to protect her when she had to reveal her power bcs for inocanti its the BEST and SAFEST way to protect Valerie.

In short inocanti doesnt need to interfere or help if not needed...but if it is, they are not heartless enough to let Valerie die since I or we could tell that they are fond of her.
