Imo it's meant to make the readers annoyed, like look irl, how much manpower was put into catching Luigi, while other serial killers, rapists, child molesters and others are given a slap on the wrist or minimal searches
As much as its a plot maker, frustrating to admit that reality is much disappointing than this. No wonder some people decides the judgement with their own hands and finishes the job the police cannot, cause the law and the police is busy chasing on people who actually has done more for humanity and actually saved innocent lives
On one hand, this makes the plot more fun and on the other hand, this is pissing me off cuz why are they manpower, resources and money into this. They might as well focus on the actual cases where the victim is innocent.
But oooh this investigation is making the manhwa so exciting
