From my perspective, he loves the younger brother, but I feel he agrees that they can't date to the stigma (or perhaps he doesn't even consider dating an option), and wishes they were real brothers so he didn't have to worry about his younger brother having to be sent away for "being an omega", because their reason to be together disappears if they are not step brothers anymore.
