When he says another guy, does he mean Sugiki or Normal—the guy he just slept with?

The angst was progressing so nicely - so much buildup and then they just had to add THAT. Unfulfilled yearning, and the solution was to have sex with a substitute. Of course.
And this is the same guy whose surface-level excuse for not sleeping with the man he's obviously in love with is that he "doesn’t sleep with men." After 30+ chapters of delicious push-and-pull sexual tension, this is the bullshit I get?
Meanwhile, Sugiki is out there acting like Max’s little pet just so Suzuki can have a sponsor. Simply put, Sugiki keeps losing in this relationship and suzuki keeps making it hard for them both. There was already plenty of angst; that thing with Norman was completely unnecessary it just left a bad taste in my mouth.
