The only problem with this is that Bum isn't simply a victim, but also an accomplice and clearly mentally unstable, so they probably wouldn't let him go that easily.

I want the cop to catch Sangwoo and Bum so that he gets further in his career, but Bum is let go due to him being a victim. Then I want either one of three things to happen: Sangwoo gets out (bail, bribery, escape whatever), Bum commits a crime just so he can join Sangwoo, or something absolutely sick like Bum visitng Sangwoo, Sangwoo convincing him they should double suicide, Bum gets tricked into doing it alone, Sangwoo laughs it off when interrogated and plesantly surprised how much Bum loved him, and finally either never speaking again in solitary or killing himself. ... Okay, yes I'm sick, I never claimed to be sane ^^
