
Rape should never be "normal". But I've done some research on Japan and there is a high number of sexual assaults and rapes that go unreported bc their culture discourages victims speaking out. Japan is notorious for statistically having the lowest reported sexual assaults and rapes on the surface, but in reality it's because victims are shamed and urged to not report it to save face and embarrassment.

Victims are shamed and urged not report sexual assault everywhere, not just Japan. In Britain, for example, the chance of a sexual assault report making its way from the response team through the criminal court system and into actual jail time for the perp is about 1%. That doesn't even take into account the assaults that aren't reported. There isn't a lot of incentive for women to report.
BUT, for some reason, when women complain about the lousy conviction rates for sexual assault in the west, we're always told to count our blessings because ... Japan. India. Any Muslim State. It feeds into that whole "Whataboutery" used to derail any meaningful discussion about how unimportant our concerns are when it comes to meaningful law enforcement.
