Technically if they don’t use their power they don’t get sick. So if they wanted to live they just need to act as normal people without using their powers and they’ll be fine. At least that’s what I understood

It's kinda messed up that there's apparently a bunch of innocent people suffering in pain because of their powers, but it seems like she's only going to heal the emperor and no one else.
