From what I remember, they didn't really call him feminine, but cute, probably yes. The first time Tay saw Xinlu at the changing room, he glared angrily to Tay, that was actually the closest to his real personality, if you read that chapter again, although he did look like a twink, he still have sharper features, but the thing is Xinlu knows how to act cute. When he knows that's what Tay likes, he acted cute all the time, which blurred Tay's filter even more lol, but Xinlu's look right now really did change a lot
