Say what you want about Garon but I don't think his actions with Raonhiljos mother were completely intentional. Maybe intended to injure her and use that as a threat to Raonhiljo via song, because having her dead doesn't work as a threat. Him killing her was a trauma response to thinking of his mother. She obviously was doing heinous things to him, most likely raping him because he looked like his father and she had lost his favour and her mind.
