I'm assuming the line makes the nose have a "shadow" while the circle is a reflection of light off the nose
It's just artistic preferences. As Cloudy said, the lines are the shape and shadow of the nose while the circle is the light. Other authors draw these as well.

the art is so fucking majestic but why are there a constant random line next to their noses and a circle on top of it? anatomically it makes no sense and it kind of looks goofy i can't help but notice it every time
