Not everyone can tell what other people is thinking. And i think when he said that "not tamaki" he was being considerate because he felt that tamaki is upset about something. And FYI there's nothing wrong admitting that your jealous if he didn't admit then they won't be communicating with each other... don't just yap and yap your being too harsh

No he didn’t say that because he believed Tamaki was upset, he believed Tamaki was upset AFTER he said “Not Tamaki”.
He is not being considerate by trying to push Tamaki out of his circle without even asking. There’s nothing wrong with admitting jealousy but it does feel too rushed and annoying, that is just my opinion.
