Kwak doesn't explain everything that's why he can't convince the doctor to obey. Not that Im saying Dr. Seo is right either.

Essentially telling him that if dr.Seok was to keep investigating he’s gon end up dead one way or another. But he can’t be like “yea I don’t wanna kill you because ima hide you and pretend to be loyal to the city”
Do remember any spot inside the base is heavily monitored and surveillance anywhere, if you were just abit suspicious and anti rainbow city policy, you'll be heavily interrogated or worse, eliminated. And Kwak himself is being watched at every angle. Even if he wants to convince doc here he can't just reveal any confidential facts without being questioned about his alliance so I think his only means of putting the doc out of trouble is scaring him out of his plans to uncover the murder and the apocalypse issues that will put him in the cross hair of those who were watching
So i believe kwak being vague to doc is justified
I didnt mean to say it's Kwak's fault for not saying the whole truth, cause we all know he can't really tell it now. I just told the reason why Dr. Seo keeps on being stubborn, because he felt Kwak is hiding something from him and I bet Seo do not trust Kwak at all even though they did sexy stuff together, the doubt is still there.
