If I'm not too wrong, josei only means it's for adult women. It doesn't relate to the work being hetero or homo based.
It's like an additional tag, like shoujo or shounen, sometimes more akin to subgenres for some works, like comedy (which i don't find a correct fit).
In general it just indicates that it's for very mature audiences, ideally for 35+ women.

I’ve encountered works that were mistakenly tagged; usually it was the action manhwas tagged as shoujo.
The harem tag has always been one of my indicators if I want to read the work or not but, it did make me wonder if there were works that were mistakenly tagged as harem, especially on action/adventure works.
