I think they are fated even though i'm not so familiar with omegaverse-themed bl manga but there's this part in sayonara alpha that the omega went on heat just bc his fated partner was nearby so that must be the explanation why levi went om heat even without eren's presence simce he is still nearby. So i kist correlate it and assume that it's the case. Sometning like that haha
