It's a universe where there are people with special constitutions called Subs and Doms, the sub has the innate desire and need to be praised, pampered and dominated, while the dom has the innate desire to do all those things to a sub, otherwise they'll have a hard time going through daily life. In some universes there are also switches but not always

It's not BDSM because it doesn't necessarily involve Sadism and Masochism, or Bondage, BDSM stands for Bondage-Dominance-Sadism-Masochism. There's only the dominance part in Subverse, some couples may engage in BDSM but it's not part of the world building
And the Sub and Dom constitutions are like a second gender, they learn about it in school and everything, so it's not just a sexual inclination. It's a public health thing.
