My guess…separate Shuri from her Neustwein family. I think the cardinal is already suspecting that Shuri is like him, someone who has “overcome” death. That must be both interesting and threatening for him. But he won’t be able to get his hands on Shuri as long as she is being protected by one of the most powerful family in the empire. Maybe they are hoping if the churche threw a shadow of incest at the Neustwein, that will bring cracks on Shuri’s relationship with her step children.
And I believe along with that they want to make a public statement of power to the nobles that are straying away from God through the neustwein
