I think it's the priest, I don't get confused with their faces that much
Looks like the priest and also has double eye lids, which the prosecutor doesn't have. Also the presecutor had shorter hair back then.
The flashback with the inspector peeping at someone, that someone is the young prosecutor? (Cause he deadass is the carbon copy of the priest, and theoretically he didn't know the priest back then )
