He waited outside Theo's work for hours because he wanted to go on a date with Theo, he was only nice about it until Theo refused to play along
This is abuse, Theo was only safe until Gunner could get to him and knew where to get him and the story has done a good job at showing how Gunner sneaks up on you so you don't recognise the threat until Theo is already in danger
